The Delta State House of Assembly has approved the request of the State Governor, Senator Dr Ifeanyi Okowa for a Performance Guarantee Facility of Four billion, Five hundred and forty- nine million, Three hundred and sixteen thousand, Nine hundred and five naira Thirty-five Kobo in respect of the Warri/ Effurun water scheme concessional agreement.

The approval at Thursday’s plenary, presided over by the Deputy Speaker of the House, Rt Hon Ochor Christopher Ochor, was sequel to a motion moved for it’s urgent approval by the Majority Leader, Hon. Ferguson Onwo and seconded by the member representing Warri South 2 Hon. Matthew Opuoru.

In the letter read by the Deputy Speaker, Rt Hon Ochor Christopher Ochor , Governor Okowa said the House had approved the resolution on November 29 2017 but did not contain a Revenue Assurance Clause.

He said A.G Goldtrust Ltd and Don Domingo Water Company Ltd the concessionaire for the Warri/Effurun Water project had appealed for a Revenue Assurance Clause to be included in the Performance Guarantee Document.

According to him, the essence of the clause is to serve as collateral, guaranteeing the State’s ability to make up any shortfall of expected revenue below a 70% fixed monthly revenue threshold of the Estimated Actual Gross Revenue of over One hundred and eighty six million which translates to over One hundred and thirty- million naira for a period of three years inclusive of a one year moratorium.

Also at plenary, the Public Accounts Committee led by its chairman and member representing Ika North East Constituency, Hon. Emeka Anthony Elekeokwuri submitted its reports on the Review of the report of the Auditor General on the Accounts of the State Government for 2021 and also the Report of the Author -General (Local Government) on the separate Accounts of the 25 Local Governments of State for 2021.

The Majority Leader, Hon Ferguson Onwo moved for the adoption of both reports seconded by the Deputy Chief Whip of the House, Hon Solomon lghrakpata and member representing Burutu 2 constituency Hon Asupa Forteta respectively.

The Deputy Speaker, Rt Hon Ochor Christopher Ochor who presided over plenary commended members of the Committees for their thorough report presentation saying various House Committees were in tune with the vision of the House in ensuring that all pending reports are worked on.
